The cable was sprayed with pb blaster and allowed to sit (I forgot about it). I went outside and tried my best Indiana Jones whip slaping the cable on the ground. Inwas able to slide the center wire all the way out. I cleaned it with steel wool, and straightened out all the kinks I could. The wire now slides in and out of the cable with little resistance. Thanks to everyone and their suggestions.
