Yes, that's them and as Jerry said they do seem puny for something Carter would have developed. There will occasionally also be a small wire wrapped around the affair...please don't undo it. If you don't use a spring that's too strong, all works mostly ok. If you use a spring like the old screen door spring on your throttle rod, then it is likely it will just pull straight across them. On one very well-used one, I restored the teeth with a micro-file. It seemed to help a bit, but not enough to suggest people start doing that. I just received another well-used one. I may try that trick on it, also.
