That bracket is dependent on the water pump being of a specific dimension. Since a water pump is basically a crude casting, you can't count on it to be true.
I would loosen the bolts which hold the bracket to water pump and figure out how thick of a shim (washer) needs to go between there, or whether it is necessary to grind some metal off of the bracket where it meets the water pump.
