Weld a piece of all-thread rod to the head end of the bolt and pull it out with a socket sleeved over the rod and a nut.

Or

Grind an air hammer chisel shaft down to 5/16" (keep the tip short at first for max strength) and try driving the bolt out with the air hammer. Wear your safety glasses with a face shield as metal could be flying!
