I appreciate all the help, but I think I need to clear up a few things. It is an American LaFrance, not a Ward LaFrance. Different company. Also, the brakes (at least the drums) are marked Timken. I had no idea that they had ever made brake parts, but their name is cast into the drums.
At this point, I have a decent idea where the problem lies (but keep the ideas coming
). The only problem is, I'm probably not going to have much time to work on it until July.
