Remove the fuel lines from the pump.
Get a portable fuel tank (like one for an outboard engine), and connect the inlet side of the pump to this tank.
Connect the outlet side of the tank to a suitable container (in case the pump actually is working).
Remove the high tension wire from the coil.
Now crank the engine for a few seconds to see if the pump works. Even though the tank is new, the sock could have an issue.
Testing ALWAYS is superior to guessing!
