The thrust bearing is also a spacer that goes on the bottom. You don't want play (it will cause wear) so you add shims on the top to take it all out. The inner portion of the thrust bearing should rotate with the spindle. The outer portion should be held in place by compression and not move. It sounds like you need one or more shims. After you finish up and pump in the grease, it will move better.
