I believe you can disconnect the lever arm from the vacuum advance and operate it by hand. By doing that, you could test whether or not the mechanical parts of the advance are operating as expected.

You can also disconnect the vacuum hose from the advance, attach a rubber hose to it, suck through it and see if it holds a vacuum. (Or use a vacuum tester if you happen to have one handy.)
