Yeah, it seems to me by looking at it operate that the choke lever doesn't kick the lever on the side over enough. It barely moves it. When you say "the screw is tightening it down on the ledge" do you mean the idle screw? Anyway, while the choke valve closes, there is no increase in the idle like there was before I took it apart.
