I can only answer your first question. You are correct; the passenger side has no stops or lever. This is only on the driver's side. Although there are holes for springs on both sides I would put only a spring on the driver's side. The spring or springs pull the seat forward. With two springs I couldn't push hard enough to set the seat as far back as it would go. So I don't recommend two springs and it doesn't need to be real stout. Go to a good hardware store and find an appropriate spring. To make it easier to install, do it with the seat all the way forward.
