The short stroke of the pump that the camshaft provides might not be enough to make a worn pump work. Try installing the pump with the bolts a little loose and work the housing up and down by hand to see if you can make some fuel flow. Once the pump is "wet" even a worn one might move enough fuel to get the engine to start, at least. You could also use a low pressure electric fuel pump, at least for diagnosis purposes.
