Look carefully behind gauge holes and radio area to see signs of welding, etc. Unless this is just some picture you found.
There are folks who can do that kind of work for sure. Some on here. If he used a radio delete plate, that part was easy. On the gauge holes, it's mostly a flat round plate welded into a hole.
And the rectangular has already been explained.
