Sorry, hate to say it but that first pic looks like rot that has had a quicky bondo repair done to it, and now its still rusting so the paint and bondo has flaked off. If thats the case the only way to get a long term repair is to cut and replace back to good metal. If its just surface rust and the metal is still solid it could be ground/sanded down to bare metal and refinished. To answer your question about touch up you could probably put some rust converter on it and touch the paint up but I doubt it would last very long before it looked the same as it does presently.
