once you have the bolt heated up with the torch, take a block of wax and allow the wax to melt into the threads of the stubborn bolt... than it will tap out like butter. I had to do that on a stubborn drain plug on my posi-differential. no tool would budge the drain plug, but after trying the wax trick the thing spun out by hand.
