Before you get started drilling, that spline needs to be TIGHT or the bolt will just come loose. I do think that is the way to go however, maybe a new yoke would tighten things up to where a bolt would hold. There are versions of LocTite or other glues that might fill in gaps to remove any play... With a short output shaft like that, I am gonna bet there is a threaded hole there already.
