Yes that is a good way to increase compression, if you can find one! There were different heads made for the 194, so check the number before you pay for one. I believe the Inliners web site has the part number list you will want. You might want to get a copy of the Power Manual wrote by Leo Santucci, it has a lot of information on the 250 and 292. Mostly racing stuff, but a lot can be used on the street.
The 194 head with 1.60" exhaust valves with mild porting will make a great head for a street 250. Get a mild camshaft to go with it. You should end up with 9.3 or so compression.
You can also get the same or better results with using 307 CI V-8 pistions. These pistions will give about 9.6 or so compression, maybe a bit more or less depending on the condition of your head.
