How about mounting a fan on pillow blocks and an auxiliary shaft, and leaving the water pump in its original location? Flathead Ford V8's used a system like that, with one belt driving both water pumps and the generator, and another belt for the fan. Any kind of electric fan system, no matter how sophisticated or gimmicky, is no substitute for an engine-driven fan.
