Are you working on front or rear, 5-lug, 6-lug, or 8-lug drums? Some front drums are riveted to the hubs, and you need to remove the spindle nut and take hub and all off. Ditto on 8-lug 3/4 ton hubs, front and rear in some cases. On 8-lug rear hubs, the axle shafts must be removed by taking the 8 bolts out of the axle flange, hitting the center of the flange with a big hammer, and pulling the axle out. The spindle nut is accessible then. The 5 and 6 lug rear drums can be rusted to the axle flanges, and/or have deep grooves in the drums that trap the brake shoes. Some pictures, or a better description of what you're working on will help.
