It could also be that the bean counters over-ruled the engineers. But, hey, that's never happened before. Adequate versus best weighs in to that decision.
Another electric fan advantage is they can be mounted anywhere they fit independent of engine position.
Yep, a transverse mounted radiator along with transverse mounted engine fan wouldn't work very well. Couldn't take advantage of "road air" unless you were drifting in the right direction.
