With the headlights on, take jumper wire from the pos. bat. post to the hot wire on the headlight plug. You will be surprised how much brighter the lights get.

This test will let you know if you need the relays or not. I would add doing a similar test of the ground by jumping from a known good ground (battery would be best) and the ground of each headlight. A relay only addresses the positive side of the equation.
