I just put the carb back on today, also cleaned the whole thing while I had it apart. I checked for that vacuum passage and it is lined up. Took it out for a test drive, and I'm thrilled to say it's no longer running rough! It's running just fine, I was so excited I even drove around town for a bit. And more good news, the plugs look like the mixture is good as well. I guess it was that power valve that needed attention.
