Your last resort, which may/may-not be offered to you by your DMV is a bonded title. The criteria for offering you the option of getting a bonded title differs by state, and might differ between different DMV offices in the same state.
My trucks need a bonded title in NC, because I took off the ID plate in order to paint the cab.
