Volfandt is correct, although his terminology may be a bit confusing. That hole is for a screw that attaches a baffle that deflects oil as he mentioned so that oil does not travel up the draft tube. It has nothing to do with attaching the draft tube itself. The hole is not threaded because the screw threads into the baffle itself. You need that baffle and I believe it can be attached after you drop the oil pan.
