You do need a proportioning valve in the system ..........but not to solve your current problem.
Will not turn when you let off the pedal..........sounds like pressure is being trapped or held in the caliper or mechanical binding.
Brake master not returning completely after application would cause caliper lock.
Did you install pressure check valves in the caliper lines ?
