If the "spacers" first bolt on, then bolt the wheel to the spacer with a second set of studs/nuts the spacers are very much the same as "wheel adapters" which also bolt on and then bolt the wheels to the adapter.

Some spacers are different, the kind that use extra long studs and are just sandwiched between wheel and hub. Generally not a good idea though you can sometimes get away with them if very thin.
