Figured out what the problem was. Thanks to all.
Mine has two bolts through the C channel, and two through the top of frame holding the two pieces of the (saddle)? Around the steering shaft that goes out to the pitman arm. I had the (saddle) on incorrectly. Once I turned it around on the shaft, the top bolts lined up properly.
