Doesn't make sense to me. Bypassing the ammeter means the ammeter is no longer serving it's purpose properly. Follow the wiring diagram.
Since you are installing a new headlight switch and new wiring, there is no need for relays for the headlights. (unless the dimmer switch has excessive resistance; if so, you should replace it too)
