Back in the '90's, when I transferred the title from the seller to myself, a policy officer came to my home and verified the "vin" number on the current title matched the "vin" or in my case the engine ID number.
There are a few bolters in the Tampa/St. Pete area. Keep your eyes open and you may see them pop into the forums on occasion.
