You may want to try the more aggressive gas or diesel using outside or with good ventilation. You don't mention where the tar is but I am guessing on a vertical surface. WD-40 would "work" on the tar if a horizontal surface where it could be allowed to soak. Wash thoroughly with soap and water and wax/polish if you get it off with anything harsh. Are you sure it is indeed tar?
