Turning a fan around 180 degrees will not reverse the air flow. It will however greatly reduce the amount of air it will pull. This is due to defeating the action of the airfoil action of the curve along the length of each blade.
The same thing occurs when you put an outboard motor in reverse. It makes all of the noise of going fast when you goose it, but it doesn't pull the boat back very fast.
