That seems like common sense but there must be a reason why fans have proven to be less effective in "pusher" mode.
In my work as a geologist I'm often around big earth moving machines like bulldozers. At least before the days of enclosed cabs their fans were mounted to the fronts of the engines but the blades push air forward through the radiators, presumably to keep that hot air off the operator. I don't know if that factoid clairifies or further confuses the issue.
