Thanks, it looks like they're something Ford offered. There's one on E-Bay right now for $40 NOS. I'm guessing this one says "No Step" because they didn't put any kind of support behind it and you'd be supported just by the sheetmetal. They're kind of neat, but probably not all that useful unless you need to climb in the bed from the side of the truck.
