ARP actually has their own thread lubricant, and I can pretty much guarantee that there are no performance engine assemblers that use dry bolts.Even the specs in the manual are for lubricated bolts, using engine oil, but not dry. I have worked industrial maintenance for 40 years, I very rarely install a bolt dry in anything. I would definitely use never seez, if you are really that concerned, the bostick brands actually have a chart of how much to reduce the torque to compensate for this sort of thing.
