I had the same problem and it was at the ballast resistor. My ballast resistor was double sided. Someone told me they think it is s Chrysler ballast resistor. I moved my wires from one side to the other side. I don't know if the resistor was bad or simply by moving the wires to the other side I corrected a bad connection.
Regardless, I would double check the connections and confirm you are getting the correct voltage through that connection.
