Get yourself a factory shop manual. You'ld be suprised at what you can fix yourelf on these old trucks. I'm betting that the steering column problem is a worn bushing. Try finding a body shop that does repair on older vehicles, I know that will be somewhat difficult as most shops ony want to do insurance work, but there are still some out there that will do restoration work. Hemmings Motor News may be a good place to look for shops that do that kind of work, too. Also check with the vendors in the Links Page. There is a lot of reproduction sheetmetal availible for the '67-'72 body, you may be money ahead replacing badly damaged/rusted parts than trying to have them repaired. The tailgate and front bed panel are good examples of hard to repair parts.
Your truck may have been sold in late '67, which may explain the title, although I would have thought that they would have gone by model year that late.
