I tried JB weld two-part putty, but it was too hard, and cracked in several places...

Which was why I used 3M 2part adheasive #8101.
Cures to a very similar density to the wheel material and sands easily.
Covered in SPI epoxy for a hard crack and chip resistant uniform layer and painted with SS from the interior.
