The number on the firewall could be the title number...Many fire engines were not titled until they were sold, and the issuing State would give it a new number.
It could also be the fire service body serial number issued buy the builder (Hahn, American LaFrance, American etc).
Those wheels are 750x20 on lock ring wheels...They are still serviceable, not the widow maker RH5's.
