Sav, Joe Apple just posted what I was going to refer you to. What you are describing is the stock setup. You can see pictures in that other thread. That bushing allows movement of the rear end as the springs are compressed and unloaded. Since the torque tube inhibits compression or expansion as the as the springs change their arch this allows for that small movement.
