One point worth mentioning here is the type of towel/rag you use to clean or scrub with. Old shop rags may look clean but they can hold grease and oil for a good while. The shop I work for uses several products to combat fisheyes and wrinkling. We wipe down the work area with a product from Dupont (3900) on a clean heavy paper shop cloth, then we spray an aerosol windshield cleaner and scuff the area with a gray (1200 equivalent) scotchbrite pad for adhesion.
