It's been a while since I've owned them, but if I remember my Cragars right, they use a long shank lugnut that goes through the hole in the wheel, like a Weld Draglite wheel does. I think the oval washers are only needed if you have a uni-lug pattern wheel (oval holes that fit more than one lug pattern). The oval washers butt up against a little nub on the wheel to keep everything from rotating and backing out. If the wheel only fits one lug pattern, it should have round holes, and would use round washers (I'm 99% sure the Draglites for my Mustang have round washers).
I typed all that assuming you're referring to the classic Cragar S/S style wheel.
