Try a couple of small drops of oil on the back of the speedometer. You will need to remove the cable. The internal shaft of the speedometer may be dry and rubbing on the outer threaded portion. Sewing machine oil or 3 in 1 oil will do just fine. New cables shouldn't need any lubricant.
