the etch primer has to do w/ sticking the primer to the metal and the paint to the primer - the strippers idea of "regular primer" just means you don't hafta do anything different than usual for bare metal - the phosphate bath neutralizes the caustic chemicals they strip w/, and retards rusting, but if you don't get something on that bare metal before you get yer oily/greasy/dirty paws all over it, rust will happen regardless
