TEXT BOOK............It's vapor lock.........the gas is boiling ( bubbling in the filter). Any chance this is winter grade gas ??? It vapor point is much lower than summer grade. Alcohol fuel blends can make the problem worse.

The old school fix was aluminum foil wrapped around the fuel line, clothes pin on the fuel line...........any thing to keep the fuel cool. The fuel line placement on the Stovebolt is set up to be vapor lock prone.....given the pump and line locations.
