There are some changes going on in the paint industry where solvents are being replaced with different solvents to meet VOC levels. The bad news is some of the VOC exempt solvents are very aggressive and will dive in and attack previous layers especially if they are only partially cured, like your 1 day film.
It would be interesting to hear how that paint manufacturer spelled out the re-coat window parameters.
