Gus: every state is different. I was just looking at your Texas DMV website. It has all the information you need. Looks like you'll need an inspection so yes the lighting is going to be an issue for you. I live in Missouri and I got by really easy getting my 48 registered. Not so easy in Texas. Good luck.
