Kevin - "Hammerite" is a pretty good product in rattle cans that will give you the effect you're looking for. It requires no primer and will encapsulate rust. Just wire brush and clean the loose stuff the best you can. You'll have to practice spraying it. Usually just 1 or 2 passes.
