Technically, yes. There was about 3/16" space between the tire and tierod end. But to me I felt that it wasnt enough if the tire flexed under cornering and I didnt want to take the chance. The 1/4" spacers have caused me no trouble. If you are leery, try 1/8" spacers. Also if you buy a skinnier tire it would be better. I believe Michilin makes an XP-Rib or something similar. My tire is a 10-ply Load E so it probably has minimal flex taking place.
