I had a mangled rear bumper like that (I still do, I guess). I took it off, and took it to the local welding shop, where they had a very large hydraulic press. They managed to press it back into shape, and welded the part that had torn (it was in worse shape than yours). Shouldn't cost you much, I think they charged me five bucks.
