In my experiance painting over chrome isnt a permanant fix unless the chrome is completely removed, for a quick fix that will probably look ok for a while especially if it doesnt see much rain would be to remove any loose chrome and blend the edges of whats left like you would a paint chip.sandblasting it is a good way to get a surface that that primer and paint will grip.good luck
