Unless the rust is in the form of craters, I wouldn't split the hood. You can remove the center molding strip and drizzle POR15 or other rust stopper in the seam between the halves, prior to having it blasted.
If there is ever an issue with rust reoccurring in this seam (not likely), it will be covered by the center strip.
